Bump docker-machine (support docker 1.12.0<)

As documented in: https://gitlab.com/gitlab-com/infrastructure/issues/957 docker-machine need to be bumped to at least 0.9.0 (currently rc), for working with docker 1.12.0<

I couldn't find a issue about it, so here is a issue :)
