Build stuck in pending

Problem similar to #1516 (closed) but I couldn't find more information about the actual requirements to install and run the service.

Running the service through a remote graphic session over VNC, my builds are all stuck in Pending. The next build will start if I stop/start gitlab multi runner service.

Is it a requirement to use a locally connected session to run the service?
