Feature request: Make log-level configurable in config.toml

Overview

Right now log-level is only configurable as a commandline option in /etc/init/gitlab-runner.conf. This is cumbersome because this files gets overwritten on update. Please consider making this an option in /etc/gitlab-runner/config.toml.
