Support Work Items API

This is related to Implement `type` in GLQL to support filtering w... (#21 - moved) but can be done independently with issues as the only WIT supported initially.

However, doing so should make it much easier to implement type as part of the language.

It could initially be a code generator of its own, to allow for backwards compatibility as we test the proof-of-concept.
