This adds a scenario to allow for the testing of CVS.
We create a vulnerabilities file, mimicking the offline
setup of this feature, then call the Advisory Sync Worker
on a regular loop.

An associated GitLab E2E spec creates a project and checks
for the presence of a recent added vulnerability, and that
a vulnerability older than 14 days is not added.
