Reduce frequency of quarantine label updates on test result issues

Test cases and results issues are being inundated with quarantine label updates.

We need to reduce the frequency of these unnecessary label updates.

Possible causes: There could be a job that runs quarantined tests but doesn't have 'quarantine' in the job name.
