Consider running smoke and smoke quarantine

Because our documentation specifies

Flaky tests are quarantined until proven stable

I believe it's also necessary to run smoke and smoke-quarantine tests when Smoke tests also start failing.

The problem is that we are not running smoke or quarantined smoke tests, therefore any smoke test being quarantined, is never being proven stable.
