Optimize redirect system and find appropriate max filesize (64k+?)

The max redirect file size is being increased to 64k (!362 (merged)), but without any real world data on whether or not this is an ideal value.

From gitlab-docs!1188 (comment 420356626), we should do some analysis to see if this is causing a significant performance hit, and see what optimizations can be done.
