Orchestrator Planning Retrospective

We use the following planning tools in Orchestrator:

• weights
• candidate labels, e.g. Candidate13.3
• technical buckets, e.g. OrchestratorCodex

We should evaluate how it is working and iterate on the methodology to improve our throughtput.
