Add Ability to Provision GCP Object Storage

Use Case

Add the ability to provision GCP Object storage using terraform.

Scope of Work

Define an GCP Object storage type that may be added to gitlab-secrets.json and will then be deployed by Terraform in a state ready to be configured.

Contextual Information

This is required to support full reference architecture deployments via Orchestrator.

Acceptance Criteria

Deploy a multi-node site that has a GCP Object Storage resource provisioned and ready for configuration.
