Identify how to handle secrets going forward

This is a research spike to answer the following questions:

• How does a user configure their secrets in a production quality Orchestrator?
• How do we integrate with secret stores such as Vault and Summon?
• What is our first iteration toward production quality secrets management?
• How does this play into our tooling language choice?

Expected Outputs:

• a defined plan for secrets management in Orchestrator
• an issue or series of issue to implement the plan
