Implement high level zoomed out view for MRs throughput

The work here requires that we migrate everything out of google dashboards first which would be the foundation of all the work here.

High level requirements

• A high-level throughput for all of the engineering categorizing on the types of work for each month. One for weekly and one for each month
  • An expansion of total MRs in engineering
  • Categorized by ~feature, ~bug, security, Community contribution and ~backstage
  • Add weekly cadence
• Add month view in addition to weekly throughput for each team
  • Additional graph on a higher zoom level, per month
  • In summary at the team view we should have 2 full graphs for throughputs. Data limit below.
    • First one at the weekly level (12 weeks) or roughly for 3 months.
    • Second one at the monthly level (24 months) 2 years.
