Graph UX polish

Min height for small numbers

We discussed this a while back, let's introduce a min height so lower count numbers still show up nicely

Adjust team graph for scaling

As times goes on the x axis will increase over time let's revisit this, maybe each of them should be a big graph.

Make main bugs per team page more legible

Beautify coloring for each team. I don't think using autogenerated checksum color works well. Let's take a page from Looker or maybe even involve a UXer

Time Sensitivity and accuracy

While the slanted legends on the x axis work well for MVC. let's make sure that we have them labeled for every data point
