Issues with more than one ~missed:x.y label is only displayed once in the chart

This was raised by @joshlambert earlier where the list of gitlab-triage10453719 issues in the tracker did not match the number of the charts for gitlab-triage2391246.

After exporting and looking at it with @markglenfletcher, its due to issues with more than one missed:x.y label.

There are 11 issues total but 3 of them have both gitlab-triage10154778 gitlab-triage10453719 one also has gitlab-triage9542583 and gitlab-triage8405114.

Its the same case for gitlab-triage10154778. Which totals 9 in the tracker but the 10th issue gitlab-ce#40949 has gitlab-triage9542583 and gitlab-triage~8405114.

Proposal

We need to define the desired behavior in this case.

  • Allow double count and display count to all labels.
  • If we not double counting, define which version we should pick to display. Either the first version it was missed or the latest.
