Deprecation plan (EOL) for Quality Dashboard and transition to GitLab Insights

Summary

Since we now have native GitLab insights, this issue will draw the plan to deprecate https://quality-dashboard.gitlap.com and transition to https://gitlab.com/groups/gitlab-org/-/insights

Open Items:

• Create Periscope Bug dashboard
• Support Finance/Audit requirements with new accounting method and go forward tool
• Deprecate all functionality in Quality Dashboard that does not support financial audit activities
  • Remove Throughput charts from Stage and Group Dashboards
