Create visualization on monthly new bugs per stage group

We already have some of this data here https://quality-dashboard.gitlap.com/groups/gitlab-org/bugs_by_team

We need to make it more useful and provide data into each stage groups.

Proposal

1. Create a stage table under https://quality-dashboard.gitlap.com/groups/gitlab-org
   • Dev, Ops, CI/CD, Secure, Enablement (Growth TBD)
2. In each link to each stage provide a chart for bugs created as a bar chart divided by priority.
