FileTransformer saves against lfs_storage_project

What does this MR do?

This changes FileTransformer to save LfsObjectsProject records using the Project returned in Project#lfs_storage_project.

In a fork network, LfsObjects saved using the FileTransformer previously would have the project denied access to them when LfsObject#project_allowed_access? was checked.
