Fix xterm CSS not loading

What does this MR do?

Adjusts the order of our sprockets paths to work around apparent bug in the way Sprockets manifest file paths are computed (see https://gitlab.com/gitlab-org/gitlab-ce/issues/64091#note_194512508 for explanation)
