WIP: Resolve "Add Labels in Sidebar of Web IDE"

What does this MR do?

(WIP because still pending UX agreement)

Adds labels to the left sidebar of the Web IDE and removes the hover to clear up the misunderstanding that surfaced in https://gitlab.com/gitlab-org/ux-research/issues/220.
