Drop allow overflow option duration in numbers

What does this MR do?

This is follow-up for https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/21767#note_106798977 raised by @grzesiek

This methods seems to be quite complex, it also takes a boolean flags that changes it's behavior. Looks like a minor code smell.
