Add documentation for stable URLs for Artifacts
What does this MR do?
Adds documentation of an existing but undocumented feature: the existence of stable URLs for directly opening individual files of artifacts, for example,

- #34102 (closed) - proposes addition of online view of HTML artifacts.
- #51779 (closed) - proposes addition of this feature. It should be closed, but contains a detailed explanation on the usefulness and importance of such URLs.
