Github import rake task

Adds a rake task to import Github projects into GitLab. This way we don't have to be dependent on Sidekiq to import large projects.

I remember that there is a difference between using the personal token and an access token in which data we can import (at least from the web UI).

Are we going to include that small rake task I've made to generate the access token if the above is true?
