Group Level Wiki Technical Research Issue

Problem to solve

Currently group level Wikis are the MOST requested feature for GitLab. Due to the complex structure of repositories and name spaces they are a complicated technical problem to implement.

• There have been MR contributions that weren't finished due to the complexity of this feature and the current architecture
• Dependencies to Gitaly, Workhorse and Geo

Proposal

This issue serves as a technical discovery issue to develop an implementation plan for this feature. The goal of this discovery is to understand the dependencies with other services and changes that might need to be made to support this. We should be aiming for a true group level Wiki Repository and avoid hidden projects, or pinned project solution work-arounds.
