Start using issue tracker data models for reading & storing data

In https://gitlab.com/gitlab-org/gitlab-ce/issues/63081 we created fields for storing data, now stored in service.properties.

This issue is about using them.

We don't have data migrated yet so we need to keep backward compatibility and still be able to read data from properties.
