Steps to reproduce
Create Wiki page like this

# Main title

blarblar...
## Sub Title 2
blarblar...
## Sub Title 3
blarblar...
then, see the generated page. and click any links. It is opening with new windows.

Anchor link should be move in the same page. I guess all target="_blank" attribute should be removed when TOC generate.
