Excluding issue labels from search

Description

When large projects are actively using the issue system things might be cluttered. This proposal will make the search for issues a lot easier.

Proposal

When searching through issues it would be nice to be able to exclude certain labels from the search just like you can exclude text from the search by prepending it with a minus sign.
