GitLab to GitHub import error `Recipients can't be blank`

When the customer attempts to import a specific project to GitLab (on-premises), they get the error Unable to save project. Error: Validation failed: Recipients can't be blankProject ID: 45. The references I find for recipients are in a few project services regarding emails. It seems like we may be instantiating some of these services incorrectly? Should there be any services created when migrating from GitHub?
