"New Release"/"What's New" Banner
I think it'd be nice to include a banner (much like the one for SSH keys) that shows up for a user the first time they log into a GitLab instance after an update (maybe skip patch-level updates, just include them for the monthly releases), that says something like "GitLab has been updated to 8.7! Check out What's New!". Clicking it would open a "What's New in GitLab x.y" modal dialog, or alternatively just link to the blog post for that month's release.
This'd be beneficial for users who aren't necessarily following along with the development of GitLab, and would help show new features to users as they're introduced. It would also get more people taking notice of GitLab's update cycle, which could get more people noticing/appreciating GitLab updates, reporting issues if they notice them, and possibly talking about how fast GitLab is moving, fixing issues, etc.
