Fixed fly-out nav jumping

What does this MR do?

Fixes the fly-out navigation jumping when in the expanded sidebar at a certain breakpoint. Below breakpoing lg we auto collapse the sidebar the user can then expand it themselves. This fixes this state when hovering over an active item, the fly-out navigation would jump in & out.
