gitlab:backup:restore 7.4.3 crashes on empty project where it did not on earlier versions

A gitlab:backup:create marks empty projects as [SKIPPED], and the restore operation in 7.1.1 (and 7.3.2, I think) restores it (even though it marks it [FAILED].

In 7.4.3, the restore crashes: (even though the backup wweas created properly)

At this point the restore refuses to continue.
