GitLab secondary instance failed after upgrade from 12.8.5 13.2.4

After upgrading secondary Gitlab instance to 13.2.4 we are not able to access gitlab secondary access. Error logs are attached. Here are the upgrade steps that were successfully completed at primary instance but failed for secondary instance.

1. Upgraded gitlab to gitlab-ee=12.10.10-ee.0

2. Upgraded PSQL database to Postgresql 11

3. Upgraded gitlab to gitlab-ee=13.0.10-ee.0

4. Upgraded gitlab togitlab_tail.log gitlab-ee=13.2.4-ee.0
