Usage Ping for Slack integrations

The scope of this issue is adding the following metrics to the Usage Ping:

• Count how many instances have at least one projects where the Slack notifications service is enabled (this data already exists with projects_slack_slash_active)
• Count how many instances have at least one project that is sending Issue events to Slack
