Cluster index view > Add loading icon to clusters being created

In https://gitlab.com/gitlab-org/gitlab-ce/issues/57890, we added a loading indicator in the cluster detail view to inform users of when a cluster is in the process of being removed.

We can do the same thing for clusters that are being created:
