Generate shareable link for cluster metric charts

Problem to solve

Users are currently able to embed charts from the Metrics dashboard into issues. We want to extend this functionality to Cluster Metrics so that users have the ability to easily share these visualizations as they are necessary to troubleshoot and resolve incidents.

Implement the same way we enabled shareable links to be generated for Metrics charts. Create drop-down menu on the chart panels with the same options that are available for Metrics charts. Related issues have been linked.
