Update issue "Closed" badge to link to relevant system note

Problem to solve

Sometimes it can be difficult to locate the system note where an issue state changed, such as when the issue was closed. It would be very useful if clicking on the status badge took you to the relevant system note under the discussion tab for the context by which an issue was closed.

Linkify status badge to point at relevant system note:

If an issue is Open, do not link (or link to start of notes)
If an issue is Closed, link to last closure event
If an issue is Reopened, link to reopen event
