Metrics dashboard menu is cramped with new features enabled

Context

There are a bunch of feature flags controlling the metrics dashboard options right now. With most of them enabled, the dropdowns and buttons are pretty messy and do not flow onto new lines at smaller screen widths.

Note that the "Add Metric" button isn't visible on the screen & a user would have to scroll to the right to see it.
