Limit creation of the Alert Bot in Usage ping

After we added Usage Ping for Incident Management users were surprised to see a user account GitLab Alert Bot popping up even if registration being disabled. They also never dealt with incidents.

Proposal
Limit the creation of the Alert Bot only to users of GitLab Ultimate when collecting Usage Ping for incident issues.
What does success look like, and how can we measure that?
Users without GitLab Ultimate won't see the user account GitLab Alert Bot being created.
