Packagist Service not triggered when pushing to repository

Hello, Following the merge of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/14493, I wanted to give this new version a try as it looked simpler to configure.

But I'm currently faced with the same issue ad the one mentioned in the linked MR which leads me to believe it may not have been fixed.

Steps to reproduce

I've configured the service template properly and activated it on my project.

What is the current bug behavior?

Upon activating it the package update works fine. But when I push to the repository nothing happens, I have to go and resubmit the service onto the project for an update to occur.

What is the expected correct behavior?

An update should happen automatically upon a push to the repository
