Manual 'trigger all' shown when stage is skipped.

When a stage is skipped due to a previously failed job, it shows the new 'trigger all manual' button (and it does nothing).

Only need to make a job fail on a pipeline with multiple stages. It should leave stages pending.

The button should not appear if the jobs were skipped.
