Temporary personal snippet uploads need to be uploaded to object storage

Currently personal snippet uploads are stored temporarily on disk until it is saved, then it's uploaded to object storage (if configured). This is not ideal, especially for GitLab.com which blocks the elimination of using a shared file server (that's where we store the temporary upload).
