Jump to discussion links broken after changing tabs

I've noticed this in Safari 12.1 but it could be happening in other browsers.

When I visit a merge request discussion, the "jump to first/next unresolved discussion" links will break if I visit the "changes" tab and then click back on the "discussion" tab.
