Merge request discussion text jumps when resolved

Description

(Noticed on gitlab.com and identified in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/28160)

When resolving a discussion the comment text jumps up

Expected behavior

Less jumpy text.
