Instance-level cluster web terminal access

With https://gitlab.com/gitlab-org/gitlab-ce/issues/39840 users will be able to configure a cluster at the instance-level, however, accessing terminals will not be available.

Modeling after project-level web terminals, when deployments from a project make use of an instance-level cluster, make web terminals available for said deployments.
