Concrete examples for creating a plugin

Our documentation at https://docs.gitlab.com/ee/administration/plugins.html on Plugins is very vague. It's perfectly clear how to install a plugin, but very unclear how to actually write one.
We link to an examples directory in source code but these are not very helpful. A single-line example doesn't really tell the customer how to potentially write something.
Customer also notes that it's unclear what languages are supported. My understand is that theoretically any language can be supported if the package is installed on the server and the shebang points to it.
