Non-responsive environments dropdown on metrics dashboard

Summary

Regression in 11.10.

The environments dropdown at Operations > Metrics does respond to user selections.

Steps to reproduce

1. Navigate to a project with metrics & multiple environments.
2. Navigate to Operations > Metrics
3. Click the dropdown next to the Environment label & attempt to select another environment
