Let pipeline manual actions have an in-progress button state

Problem

As the pipeline page makes use of a page refresh when triggering a manual action or triggering all manual actions for a stage https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/27188.

Proposal

we can introduce a spinner animation to make this transition a bit smoother and more expected.
