Make pipelines for merge requests with MR refs (.../merge, .../head) **cancellable**

Problem

It seems pipelines for merge requests is not compatible with auto-cancel redundant pipelines feature.

We should follow up after https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/23464
