Big performance regression with 11.9

After upgrading to 11.9, our GitLab instance's performance seems to have fallen off a cliff.
No hardware changes on our part. Now, every page load is taking is taking ~10 seconds.
This is on an instance with quad-core CPU, 16GB RAM, SSD.
