Auto chronometer to register time spent

Developers don't remember to add the time spent. And It is a problem to identify which are the issues that has a bad estimation or which are the issues which prolongs the project.

Proposal
There are two proposals about how to solve the auto registration of the time spent:
Auto Chronometer: When a developer opens an issue, the counter starts automatically adding time spent.
Manual Chronometer: The developer starts and stop de Chronometer.
Permissions and Security
Auto Chronometer: Only the assigned users can active the auto chronometer when open issue detail view. And the time spend is related to the user and registered automatically when the user close the view or in a time period.
