Steps to take to register Group Runner are not in GitLab

https://docs.gitlab.com/ee/ci/runners/#registering-a-group-runner says

... To create a group Runner visit the group you want to make the Runner work for in GitLab:

1. Go to Settings > CI/CD to obtain the token

but under the group no Settings exist
